How does the shipping exemption fee work?

I am new to the site, coming from that "other" site - and for the life of me I can't figure out how this works. Can someone please explain it to me, preferably with real-life examples? Thank you. I am looking forward to selling on Bonanza.

Why can i not delete my promotion post ?

The "Edit" and "Delete" buttons are there and I CAN edit my posts. However, if I try to delete them, I am prompted to confirm that I want to delete the post and when I confirm, I receive an error message stating that the message cannot be destroyed.
