This card was one of four possible Wizards of the Coast Black Star Promos that people could receive with the purchase of a ticket for the theatrical release of Mewtwo Strikes Back, from November 12, 1999. It has a gold foil stamp in the top right corner that reads "Kids WB Presents Pokémon: The First Movie". This makes this one of the most rare cards created by Wizards of the Coast. Card Number 5.

It evolves from Dragonair (for sale, not included), which evolves from Dratini (not included).
