This item does turn on, but when turned on it immediately starts making a loud continuous noise. I have posted a video so you may hear this.

There is a cracked section on the plastic cover that pulls upward to hold the paper. It does not seem to inhibit any functionality - but I cannot say for certain given that it does not function more than turning on.
