ties on the side. It has ruffles & is marked a size 20W.
Measurements taken flat:
20"-21" across Waist with no stretch;
Up to 28" across for hips. 24" long in the front &
36" long in the back. The Skirt varies in length
on the sides in the pic as you
can see, it goes from 24" long gradually to 36" long.
