For a time the affair could be kept secret. Questions in the House of Commons could be turned aside by invoking the hoary formula that to respond would be "against the public interest."
But only for a time. The painful truth with its disastrous military implications, with its evidence of lax security procedures, with the inevitable criticisms from the Americans - was bound to leak. And when it did there would be political hell to pay.
The government's most logical scapegoat would be the Minister of Home Security, but somehow the political demise of that wily veteran seemed unlikely.
In the end, the axe would probably fall on "W," the brilliant, ailing Head of the Secret Ser- vice.
Even if "W" were to solve the case, capture the enemy agents, pre- vent the documents from ever leaving the country, the ruin of his career seemed certain.
