For your consideration is a vintage 1994 Popular Imports Poly Resin miniature tea set.  This has the tray that has the swirling ocean and the dove flying.  There are 8 other pieces that came with it.  No teapot.  There is the saucer showing the dove, two little pigs that are cups,  two small vessels (one has one side of the rim broken off), a larger vessel, another vessel that has rabbits on it (there are chipped pieces on this one so please see pictures) and the pair of zebras that the heads are removable.  Not sure if these all go together, however they fit well together.  This is how I found the set.  The platter is 5 1/4" in diameter.
