There is nylon at the bottom with elastic to hug the boots and keep the snow out.
I measured the waist laid flat-18".
There is an elastic piece at the back of the waist to make is smaller.
The front rise from waist to crotch seam is 11" and the back is 16 1/2".
The total length from the waist to leg hem is 42 1/2".
The inside is fleece and there is what looks like pet hair.
I used my lint brush on it but there will still be some left.
Machine wash and line dry.
