Piper Aircraft 41359-00 Mounting Clamp

This item was purchased from an aviation surplus sale. I do not know the history of it. It is in good cosmetic condition. It is tagged, "AR, PA-31T-100, N12TW". It measures about 5" wide x 3" tall. I am not able to test it. It only comes with what is shown in the pictures.
