With the help of an expert, we were able to determine maker and likely date although partially worn. We know it was made by Ivanov and he worked in Moscow from 1843-1882. The assayer is likely Alexey Svechin who worked in the assayer’s office from 1862-1875. That helps narrow down likely date.
