Vintage Walmart Commonwealth Power Puff Yellow Animal Pom Pom Tail NOS Monkey? Rare find!

Tag says "Power Puff" ...also: Lovable Huggable Limited Edition #00. A Walmart Commonwealth toy from 1999 with original tags. The hang tags are a bit wrinkled but otherwise this stuffed animal (is it a monkey?) is in excellent condition. From a smoke-free environment. 

It is about 8 oz tall. Long tail with puffy "pom pom". There is a pretty flower on its ear.
