The pin was issued in 1995 celebrating this milestone. The pin states this in Russian. The pin has a glossy overlay which makes the sparkle and almost have a 3d effect when hit by light. This was done to achieve the sparkling nature of fresh snow when hit by light. This totally unique piece would be a great addition to any global pin collection.
