It has NEVER BEEN DISPLAYED, and it's in very fine/near mint condition (using comic book grading terms). This promotional poster is folded, because nearly all promo posters are folded in their original distribution to comic shop dealers, which is normal. The poster shows the caption "Drawing the line at $2.99", which is a reference to DC Comics limiting the cost of their comic book line.
