In this important re-appraisal of contemporary strategic thinking Robert Walters demolishes the famous geopolitical concept which dubbed Russia and Siberia as "Heartland" - the unassailable land fortress of the world. What was true for Sir Halford Mackinder in 1904, he argues, is no longer true now that a nuclear-powered submarine has circumnavigated the Arctic Ocean beneath the ice. This obsession with Heartland has give impetus to Western stock-piling of atomic weapons and the perfection of ICBMs - missles designed to threaten an otherwise unapproachable area. These, and the idea of the nuclear deterrent, are now obseolescent, he declares. In place of a static, destructive age of nuclear war, Robert Walters forecasts a resurgence of seapower based on nuclear-powered undersea ships of unlimited range, carrying cargo, oil, weapons or troops - an age in which the Arctic Ocean becomes the Mediterranean of the world. It is easy to disagree with Robert Walters but impossible not to be cheered by his crackling bonfire of imaginative ideas.
