Y2K era charm jumble necklace red heart blue and 50 similar items

This vintage Y2K-era charm jumble necklace is bright and eye-catching, and I'd say it maybe even gives off a patriotic vibe with its colors. The silver-tone chain is 18.5" long, and the "pendant" that dangles from it is a 1.5" length of matching chain with charms hanging from it. The most prominent charm is a bright red, glittery resin heart that has a "jelly" look to it. Above the heart there are two plastic stars, one navy blue with a layer of glitter on one side, and the other a shiny metallic silver. At the very top of the "jumble" is a large glass rhinestone in a silver-tone metal setting. The clasp on the necklace is a lobster claw, and there's also a 3" extension chain with a little heart at the end. I don't know the brand on this necklace, but it dates to the late 1990s or early 2000s. It belonged to a relative of mine who only wore it a couple of times, so it's in excellent condition.
