White House Reception, The Women's Democratic Luncheon Club of Baltimore, Washington, D.C., April 20, 1933
Printed signature in right bottom corner Schutz 4466 1516-H-St.
Frederick A. Schutz worked as a photographer in the early 20th century and possibly as a White House photographer, we have not found a biography for him just some postcards and photos in archives showing his name and an address at 1238 13th ST., N. W. WASHINGTON. D. C.
Mrs. Roosevelt appears front and center in the photo, flanked by other woman who likely include prominent former suffragettes and club leaders
Suffragettes formed the League of Women Voters, and worked for the passage of the Nineteenth Amendment to the United States Constitution giving women the vote. After obtaining the vote, members formed the Woman's National Democratic Club in 1924. Eleanor Roosevelt's invited club leaders to join the Democratic National Committee and the Democratic Women's Advisory Committee, of which Eleanor Roosevelt was the committee chair.

From the website for the Woman's National Democratic Club: "Eleanor Roosevelt joined as a non-resident member before WNDC was officially chartered in 1923. When she became the Club?s first Democratic First Lady a decade later, WNDC entered a new era. The Club became Mrs. Roosevelt?s forum for her personal social reform agenda. Her major appearances included a September 15, 1939, broadcast to observe Democratic Women?s Day, carried coast to coast by the three radio networks of the day: CBS, Mutual Broadcasting Company of America (today?s ABC) and NBC. The First Lady urged the country to think about the future and what might be done to bring peace to the world. In 1959, in her final WNDC address, Eleanor Roosevelt advocated self-help aid to women in developing countries, a concept that two years later was instituted in the Peace Corps."
