Figural frog similar to the "Lady Holding Skirt" example in the English glass section of Flower Frogs For Collectors by Bonnie Bull
Bull suggests that origin of this set is not necessarily England, it could be an 1920s import from Germany or Czechoslovakia, the similar examples we've found have been offered by English antiques dealers one dealer identifying it as Schweig Muller
